This problem has been going on for several months. There have been many feedback from Microsoft 365 users on the Microsoft community website. The main reason is that users cannot reply to encrypted emails when using the classic version of Outlook client.
Affected users cannot solve the problem even if they reinstall Outlook or create a new account. Affected customers who try to reply to messages using Microsoft encryption technology receive an error message stating,"Microsoft Outlook cannot create messages with restricted permissions."
