According to reports, the four telecom operators punished are AT & T, Mobile Telecommunications, Sprint and Verizon. The Federal Communications Commission said that the four companies shared access to users 'location information without users' consent. The operators sold users 'location information to data aggregators, who then re-sold access to such information to a third party, which constituted an illegal act. Therefore, the Federal Communications Commission decided to impose a total fine of US$196 million (approximately RMB 1.4 billion) on the four telecom operators.
